Lessee, Stephanie/Batgirl is not a Titan... and never has been, iirc. As Spoiler, she was a sort-of kinda-Young Justice member.

Wow, that's quite the list! Clearly they need to have a movement like in season five of the Teen Titans cartoon to have everyone get a Titans communicator and all go fight the Brotherhood of Evil!

That's one heck of a list SK!
Now I want to go look up half of these characters, to see who they are!
Near the end of the Young Justice series, they had a massive group of teens storm some island micro-nation of supervillains to help Empress.
I remember seeing characters like Lagoon Boy and whatnot that I'm not seeing on your list, although he was, for a single issue, a 'Titan,' so he might not fit your qualifications.

*Windfall was added into the Batman category as she was a member of the Outsiders for a time. Before she got roped into the Suicide Squad and got killed by Chemo.
Superman: Ashbury, Cir-El, Chris Kent, Jimmy Olsen, Misa, Scorn, Supragirl, Superior Girl
*Ashbury, Misa, and Scorn were characters who actually tried out for the Titans during Dan Jurgens run. Ashbury and Scorn have connections to the false Kandor, and Misa was the daughter of the leader of that group, the Hairies.
*Supragirl and Superior Girl are both from the Cosmic Adventures in the 8th Grade miniseries. Supragirl is alternate doppelganger of Supergirl created when she went back in time to stop a meteor from hitting the school, creating a new timeline. She originally wanted to be called Andromeda when she joined the Legion. Superior Girl is Belinda Zee, Supergirl's chaotic Kyprtonite-doppelganger who considers herself better than Linda, yet she's not fully a villain.
*The Point Men were originally enemies of Young Justice before they found out they were clones created by the Contessa. Snake Girl was Serpenteen's girlfriend, who joined them for the invasion of Zandia.
*Moon Maiden was another victim of rewritten time, like Triumph, although she was kind of like Supergirl and Tomorrow Woman.
*Despite Dolphin marrying Tempest, she never actually joined.
*Thumbelina and Sally Sonic were both "Eternal Superteens", superhero porn stars with eternal youth. Although Sally went through most of the downfalls of being stuck with a teenage body for 70 years and became a manipulating ice queen who liked turnings guys against their human wives and girlfriends. Thumbelina uses a shrinking serum. She once got daubed with peanut butter for Pocket Girls 2.
*Page was Kobalt's sidekick, only as a favor to Page's dad. Technique originally was supposed to betray Hardware until she learned she was being used by her boss. Dusk helped out Static, and Catholic Girl can release energy blasts by saying her prayers.
*I've always said Gemini and Thrust were never touched by Zero Hour.
*Razorsharp and Hackrat are both members of the Psyba-Rats.
*Solution, Kid Emotion, and Sweet 16 all attempted to try out in Jurgens' Titans. We never found out what Solution's powers were. Sweet 16 later showed up in a team of girl heroes who were hired by Lex Luthor to catalogue the Titans abilities, but she later showed up to help Wonder Woman and Young Justice.
*Face, Pristine, and Poprocket were all captured by the Terror Titans.
*Kid Impala is to Impala what Kid Flash is to Flash.
*I don't know if Major Bummer is Lou's codename, I just put him as such. Wyldheart was from the Damage series and she might be one of the only surviving New Gods left.

Lou was never referred to by any codename in MAJOR BUMMER. Also, I am fairly sure MAJOR BUMMER is not set in the DCU. There are absolutely no references to any DCU continuity at all in MB, other than a cover homaging CRISIS' death of Supergirl cover.
Too bad, he coulda been a contender!

I really know so little about the majority of these characters that I'd have no idea about them.
Others that I like, such as Deep Blue or Klarion, are visually cool, but, frankly, just wouldn't work with their powerset and / or personality.
The Gen 13 kids are an unbreakable set, IMO. Grunge is probably the only one that could be removed and placed in a different social dynamic and retain what makes him cool.
A teen Shadowpact composed of Warlock's Daughter, Traci 13 and Klarion (perhaps someone else as well, who has magical themed abilities, or at least magically-granted abilities, like Osiris), could be funky. But they really wouldn't be a 'Teen Titans' group.
And that's really the problem with a ton of these characters. Very few of them fit the 'Teen Titans' theme, IMO.
Natasha Irons, the legacy of Steel, could work, I suspect, since a common Teen Titans 'theme' is sidekicks or legacies of pre-existing Justice League characters.
Having the younger JSA legacies, such as 'Tomcat,' Cyclone chick, etc. form their own own Teen Justice Society could be neat. Then again, DC already did this once with Infinity, Inc. and that sure didn't go very far...

Well Deep Blue would have a proper tie to Tempest considering she's Aquaman's half sister, making her Garth's surrogate aunt. That, and she was the mother of Aquagirl in Kingdom Come.

Anarky: Lonnie Machin. Voice of the people, anarchist, anti-villain, both hero and villain to the people of Gotham.
Damian Wayne: Son of Batman and Talia. The current Robin. A little psychopath.
Scarlet: Sasha. Daughter of a low-level thug. Had a defective mind-controlling mask grafted to her face. Acted as Jason Todd's sidekick when he reclaimed the Red Hood title.
Squire: Beryl Hutchinson. Sidekick of England's Batman, the Knight. Her and her mum helped Cyril Sheldrake, the current Knight, after he wound up in the gutter. Quiet a smart little thing, she is, and spunky.
Stephanie Brown: Formerly Spoiler, current Batgirl. The daughter of the Cluemaster and Tim Drake's ex-girlfriend. Her death was faked after she was tortured by Black Mask.
Violet: Vigilante/thief who's had run-ins with Robin.
Warlock's Daughter: Darla Aquista, a.k.a. Laura Fell. Classmate of Tim Drake. Died and was reanimated as Warlock's Daughter by Johnny Warlock. Worked with the Shadowpact.
Windfall: Wendy Jones. Aerokinetic. Former member of Masters of Disasters and the Outsiders. Sister of the psychotic New Wave. Was forced to join the Suicide Squad and was killed by Chemo.
