I noticed that if I haven't put anything there, my status no longer shows up. Is this a flaw or yet another way of stopping people from overposting to increase post counts? I was really looking forward to becoming a Deputy.

Our current server, PowWeb is (for the sake of making their clients websites faster) spreading out their various users' web sites over more than one virtual server.
For normal HTML or otherwise owner defined, static websites this practice is fine and has little or no affect on the site whatsoever.
For this site, a message board that is user defined from the web and is dynamic and can change from moment to moment, this is catastrophic. Specifically, anything and everything related to our member files, which are all CGI files but are held outside the designated cgibin for security sake. These files, as a result of PowWeb's changes, do not get written to properly and most if not all of the problem we have all been experiencing are the result.
If you notice a problem that's specific to you, such as this, you can try to resubmit your profile (as I have done here), if that doesn't work, let me know and I try to fix it.

Nov. 21st. Unfortunately, the server I wanted to move to offers too little for too much money, so I'm renewing with PowWeb. We use far too much bandwidth for most deals on the web, who are UBB friendly. Besides, when we do move I plan on leaving the graphic files behind and using PowWeb for storage of same.

I'm looking at Lunarpages right now. But even if I did decide to use them, I won't have a chance to do the work to move us before the end of our PowWeb package.
