Chicago being one of the largest markets in the country had the money and viewers to sustain a locally-produced kids' show when smaller cities didn't. I'm sure that had something to do with it also.

There's always been a strong locally produced entertainment industry in Chicago, going back at least to the days of radio. Quiz Kids comes to mind as another highly successful property originating from Chicago.

Of course the fact that Bozo was broadcast on WGN which by the '80s was available all over the country via cable didn't hurt either.

Just guessing, but having seen the Bozo, Gar, and Ray special many times, I would say it was that they were simply putting on a good show. They had a good Bozo and good cast of others.
