So I have the fancy leather bound hardcover edition and in the appendix Brainiac's daughter is identified as the daughter of the original Brainiac. However if you examine her outfit she is wearing an almost identical outfit to the Supergirl in the Legion scene except in pink and white with the fabric removed where the yellow should be and there is clearly an S on her chest... Do you think Waid and Ross had 2 different ideas on her identity?

I'm only on this now because of her appearance in the last panel of JSA #2

It's sort of a double inside joke/tribute to the band XTC. XTC had a song called "Brainiac's Daughter" hence the character name, but they also had a song called "That's Really Super, Supergirl" hence the Supergirl reference in the design. It might be Ross that's the XTC fan; I think there's also a poster for them in the background early on in the series.

Ross is a big music fan in general.

If you look at Kingdom Come carefully, you'll spot references to the Beatles, Monkees, and Steve Miller among others.

Matlock is right. In the deluxe hardcover edition of Kingdom Come, Ross states that indeed his inspiration for Brainiac's Daughter was XTC and both of those songs. Actually Brainiac's Daughter was recorded under the name Dukes of the Stratosphear on the album Psonic Psunspot -XTC's psychedelic side project. A truly awesome album.
