While in principle I don't see why they couldn't give them the same kind of love as water-breathing parents, it really does seem like it would be in the child's interest to not suffer the kinds of environmental constraints (e.g. living in an aquarium rather than an open ocean) that being raised by air-breathers would seem to entail.
What do you think?

The parents should adapt to adopt i.e. they should move to an ocean environment. The kid could still go to visit land-based relatives and friends, but his life would essentially be underwater.
Of course, I'm assuming that both the child's and the adoptive parents' worlds are equally compelling in terms of economic prosperity, political stability and however one would define quality of life. If the ocean world was environmentally damaged, in severe political strife, in some state which would endanger the child, he could be better off on land.
I wouldn't make it a hard and fast no-adoption rule as was done in the Five Orphans story, but I'd give strong preference to keeping the child on a water world.

What struck me is how curious that scene really is. My first inclination was to think that it was primarily a reflection of contemporary hesitancy regarding interracial adoptions, but within the same story you've got white parents adopting a green kid, so the storyline seems rather "progressive" to that extent.

Brainy did have green skin, but his features were so caucasian that he hardly seemed different (and he was adopted on the basis of his intelligence). I wonder when the first reference to prejudice against Durlans came.
