We've had a second book twice in Legion history, haven't we? Neither lasted. Was the Legionnaires book cancelled because of sales alone (well, what other reason is there)? I didn't really like the split team concurrent stories - and the original purpose of Legionnaires (for the younger team) got lost in the reboot.
What was the purpose of the second book in that period - rather than just have LSH appear bi-weekly?
Of course, we will be getting a temporary taste of bi-weekly Legion - maybe DC is testing the waters for increasing frequency - get the same 20,000+ buyers to buy more frequently. I don't see where there would be any production economies, so it wouldn't make them more money like a bigger print run of a single issue would - but we are a loyal, captive audience.
Maybe the concept two different Legion books is less appealing/saleable to fans than one produced more often. Two separate books seem to necessitate two different story lines, or themes, or teams. One book produced twice as often just proceeds along one continuous line.
