I remember reading Legends at an early age, and wondering why so many heroes appeared who didn't decide to join in the end. Lazy heroes!
and poor injured Robin - who was close to my age at the time - really struck a chord.
Let's talk about the formation of the JL International. which member initially joined AND left without ever wearing his / her costume in this first, short tenure?

Dr Light didn't get into costume before she quit. Wasn't she going to be involved with the Titans, but that didn't come to anything either?

Wasn't she going to be involved with the Titans, but that didn't come to anything either? thoth has it - Kimiyo was given a JLA signal device in issue 1 by Maxwell Lord; she used it to call the League to the UN; Batman questioned her; and she left in issue 4 when she found out that Max wasn't officially affiliated with the League!

I vaguely remember a Titans preview where Wolfman was going to introduce a new Dr Light in the Titansverse. That changed a bit to become Kimiyo, but she wasn't used much. Shame. That early League could have used her.

I remember a Titans annual where Kimiyo worked with the Titans to chase some robotic dinosaurs or something.
She would have fit in better with the League. I really wonder why they dropped her so early.

Andy Helfer went into the run with a cast and the aim of making it international. I think she might have been pulled because someone else thought she would be used elsewhere. Cap Marvel and Dr Fate were pulled for similar reasons. Probably Titans. But that title was going to go through its own creative slump, so she just fell away from use. Fire and Ice joined instead.

That's one problem the League has always faced. So many restrictions in character use. That's why Wonder Woman vanished from JL Europe after one issue, too.
Black Canary and Superman were also victims of this.
Kimiyo wouldn't have fit in the Teen Titans... she's not a teen! But then, Wolfman and Perez did create her...

They possibly needed to be taught the lesson of the Superman/ Batman titles by those up above in that the characters are there to sell books across the company, not just for an editor's personal fiefdom. Any suggestion of saturation would be laughable considering how many spin off books are out there.
