For my sister ... Jim Sherman really showed her with the greatest skill, capturing her aloof beauty and classic features. It even came through with other inkers, though it was best done when he did so himself. (As with the page I own that's shown in the Legion Companion.)
At equal skill or notable strengths, but all just below Sherman, I'd put (the early) Keith Giffen, Pat Broderick, and Greg LaRocque. The last especially for his musculature and realism for all Legion women, not just Dawnstar. (Dream Girl, especially, comes to mind.)
Steve Lightle, Gene Colan (the passionate "LSH" v2 n311), and, ironically, Dawny co-creator Mike Grell come in a step below that.
I really don't have many preferences otherwise among Legion portrayals, except for: ~ LaRocque's skills being consistently underestimated, especially in medium-to-far "shots." ~ Dave Cockrum having the most flair of any one artist, though others often used his designs better. ~ All the pre-Cockrum artists I've seen being too blocky and stolid for my own tastes. ~ Lightle being the best visual storyteller of the Levitz era, the early Giffen following.

Being relatively new to the Legion, the only depictions I'm familiar with are Bastista's. WHich are very, good, mind you. Useless trivia moment: Pat Broderick was my teacher for "Drawing for Animators" last quarter.Awesome guy. Unfortunately, I've never had a chance to see his Legion either....my local comic shop has no preboot issues _whatsoever_.

How cool! Pat Broderick's art basically "woke up" the Legion. He added a dynamic that had been missing for a while. He drew a fantastic Dawnstar as well as Wildfire and Sun Boy and many other characters.

Dream Girl - Greg LaRocque. Never before and never since had she looked so seductive.
Polar Boy - Keith Giffen, during the latter Levitz era. He captured Brek's personality on his face perfectly.
Triad - Jeff Moy. Cuteness suits Luornu...as do stuck-out tongues.
Brainiac 5 - Chris Sprouse. I especially liked his pin-up of Brainy for the loose-leaf Who's Who.
Lightning Lad - Dave Cockrum.
Shadow Lass - Steve Lightle.
Ayla Ranzz - Keith Giffen drew Ayla, as Light Lass during the early Levitz run, better than anyone before or since.

WILDFIRE (postboot) -- Coipel. He designed that armor and the few artists who've drawn it since can't touch him (though Batista comes in second). Preboot, it wasn't hard for others to make Cockrum's design look good (that's a compliment to Cockrum).
Jo Nah -- Giffen TMK version. Maybe cuz it's how I was first introduced to him, but the older Jo with the receding hairline and even the ponytail captured the world-weariness, the sadness, the hero and the pirate. (Coipel and Sprouse did great Ultra Boys)
Apparition -- Coipel (Sprouse is #2)
Cham -- Giffen just gave him that roguish spark and intelligence. Something else else the postboot Cham has been sorely lacking.
Andromeda -- Hughes cuz Laurel's supposed to be a stacked *babe*
Mon-El -- Giffen. He's the only one I've seen who made me believe I was lookin at someone who had a thousand years of memories in him.

Shadow Kid: My favourite Shadow Kid artist is the guy who drew that story where the Persuader and Lady Memory took over Talok VIII (Terry Shoemaker? Dan Jurgens?) He captured the plucky, brave kid that Grev was but Keith Giffen turned Grev into a total drool-worthy hottie.
