I am thinking of Uncle Marvel! Although in a number of DC appearances, he seems to be empowered just like all the other Marvels, this is a mistake - he's an ordinary guy who claims to have Marvel family powers but always has a convenient excuse ("Shazambago") for not being able to participate in a fight, and the other Marvels humor him.

yes, one of the very first Marvel family stories I read had Uncle Marvel, and his lovable fakery was clearly pointed out
