Saturn Girl is who I was thinking of. And what was she thinking? "Hmmm I'll keep my same costume and my hair will show, but this lead mask will keep Supergirl from guessing who I am." Maybe if Supergirl was in a coma Irma.

Hmmm... One would assume that it is not a code name that includes "Boy", "Lass", etc.
And the question states that the murdered victim is "described" by the code name.
I would say the Legionnaire is Timber Wolf, who originally went by Lone Wolf, which is used to describe someone who is solitary by nature.
