Okay, if I try list any cancelled 80's teams I can think of it might help somebody think of an answer. You said he was refered to in 52 so it must be a DC character.

Fastback (the grandson or great-nephew or something of DC's golden-age funny-animal superhero The Terrific Whatzit), is correct. (There was a Fastback Bus Lines, or something of the sort, in 52, with a logo that resembled Timmy Joe himself.)
