Well, the ones I was thinking of were the Scavenger, Dillinger, Hitler, and Nero. I think Drake deserves the next question, though. (Oh, and Luthor battled the Legion twice, I believe - once in Adventure 300 and again in Adventure 325.)

The ongoing connection between Luthor and the Legion is actually one of the more interesting subplots of the early Legion stories.

Luthor first encounters the Legion in Superboy #86, in which Lightning Lad travels back to the past to save Superboy from Luthor's Living Kryptonite Men.

In revenge for this, Luthor sends the robot Urthlo into the future into the future in Adv. #300, in an attempt to discredit the Legion by turning them into super-menaces.

Luthor himself travels to the 30th century in Adv. #325, pretending to have not yet turned evil, but in actuality with a plan to destroy the Legion by trapping them all in the Phantom Zone.

Later, the Adult Luthor, remembering his encounters with the Legion, reasoned that there must be a Legion of Super-Villains as well, and so contacted the Adult LSV in Superman #147, which led to a couple of encounters with the adult LSH.

Eryk is correct.

Quislet, the character never appears on screen. He may even be a fictional character within the Legion millieu. A broadcast mentioning "three-eyed Sam from the planet Wham" was amongst the things picked up by Antennae Boy's antennae in Adventure # 305. This quote was also amongst the random "backward in time" indicators that were shown in the TMK series, in the scene where Jo Nah is being thrown through the time stream (I think that's issue # 11).

The strange thing is that Eryk answered that one a lot sooner than anyone got my question about who resurrected C.O.M.P.U.T.O. - a story that was published within the past year!

Wasn't that Chameleon of the 1,000,000 Legionnaire's (Justice Legion L)? He wasn't supposed to use his powers other than for camoflage, I think. He agonized over using it to create a spaceship when their's was damaged in the sun's core but did it anyway and saved the team.
