As for TMK ... I remember the Talus asteroid ... there might have been something more specific glimpsed on some correspondence shown in a text page, or the Legion Sourcebook ...

The other address I was thinking of was Weisinger Plaza, which was pretty much consistently referred to as the location of Legion HQ during the TMK era.

According to TMK-era continuity, it was only after Kid Quantum's induction and subsequent (apparent) death-in-action that the Membership section of the Legion Constitution was modified to require that each Legionnaire must have at least one genuine super-power, which can be fully controlled without the need for technological or other external aids.
