Nope--or, at least, I don't think so. I can't really find the name of the actual character in this issue. Because of that, I'll add two hints.
Hint 2: The character who spoke this line was an accomplice of Quanto.
Hint 3: The legionnaires referenced in this line were dead long before this quote was depicted.

Guess I've stalled this game long enough. IB is correct that the quote was uttered by Superboy upon his arrival in the 30th Century for LL and SG's wedding. (As depicted in the oversized C-55 Collector's Edition tabloid) When he arrived he discovered that the Earth was under very strict martial law type regulations and constantly under attack from space and had been for years! No one but he seemed to think that this was not accurate.
Since IB guessed the correct person, I'll pass the next question to him.
