Was her portrait missing when all the heroes met at the Titans Tower in #11?

Her portait was indeed missing! That was my first clue.

The second was actually in the issue where the heroes storm Earths 4, X and S to stop the villain invasion. After Changeling takes out the Riddler and Trickster, Tempest (Doom Patrol) goes: "The Changeling did his job, Kole." Kole replies with, "From what I gather Tempest, he usually does."

This line made me realize that Kole must have joined quite some time after Gar did.

Didn't she? I seem to remember a scene where they were putting her portrait up. Or am I confusing her with Terra?

OK - after a quick Google search -

When Bruce Timm and co. made their initial pitch for what would eventually become the Justice League cartoon, they originally included 3 young teen heroes on the team who would be learning the ropes alongside the more experienced older heroes.

2 of those characters were Titans and one 1 had connections to a member of the team. Please name all 3.

Wow! That was a lucky guess. I read exactly one issue in which she appeared. But I guessed that, if DC were to create a brand new character for a TV show, it would be someone not too dissimilar from a big name hero... But it was still a very lucky guess.
