Catwoman and Joker both first appeared in Batman #1 in separate stories, met one another in a story in Batman #2, and at least one of them appeared in at least one story in each of the first thirteen issues, except #6. #14 broke this trend by bringing in the Penguin as a villain from Detective Comics.

I actually thought about doing the fact that it contained no costumed villains, but didn't have the patience to figure out when the *next* issue with no super-villains would be.

Your Penguin clue and your mention of the female villain who appeared in multiple issues put me on the right track. I figured the Joker must also have appeared during that period.
