If I am not mistaken we don't count vowels towards the most guessed letters. But if a vowel is the most letters, does that mean no one can guess a vowel or can the person with the most consonants in this round guess a vowel?

Vowels don't count toward next round vowel guess, so it would be most consonants in that round who is rewarded vowel power, even if it wasn't the most letters overall.
