You are correct in thinking that the theft (or, I should say, the story in which the theft occurs) somehow involves the 20th century, but the thief was a 30th-century individual.

Here's another hint, and if this doesn't trigger someone's memory, I'll just give the answer away: While this story, in which a non-Legionnaire from the 20th century visits the 30th century (and interacts with Legionnaires there), several Legionnaires were, in the Legion's own book, in the 20th century.

I saw that issue the other day at Denver Comic-Con and was debating buying it... but after skimming it, remembered how much I disliked the issue, even when I was a kid and it first came out
