17. Conan, even though the Prince/King thing loses it points. It reminds me of a Giffen cover. Massive has lots of nice detail but I'm not keen on that white strip.

18.Henry Aldrich. Happy keeping the girls away with his costume choice. More knowingly funny than the other one, despite the artist drawing all those balloons.

19. Catwoman. For the debris detail and the threat. Aqualad is just posing and the cover text clunks.

20. Avengers. Cap is about to fall on his face. As he watches his team mates do nothing, he realises that they were all super crooks after all. The other one sdds a sniper to the fall muddying the threat. Cap is also given his shield and can save himself.

17. THE MASSIVE. Both are hard on my eyes, TM a bit less so but wouldn;t pick that one up either.

18. KATY KEENE. HA a better setup but ugh, that background color. KK has the bright multicolored balloons.

19. AQUAMAN is very blah but I can't figure out Catwoman. At first I thought she was underwater, maybe? No, that's a building crumbling at an angle? Saving VWM at the CBS because I'm not picking up these either.

20. AVENGERS but it looks like Steve is fucked up on Ambien on both. Sam's still a social worker here, yeah? Maybe he should have a word.

21. GI Joe. Casper is funnier, and whimsier. It should win.But inside, he's just going to keep floating over the grass. Clutch may well go splat, and I'd like to see how they get him out of it.

22. Big Town. It's fitting that LW got the only invisible person who isn't a joik. Big Town has that maniacal feeling the original IM had. It was a decent Invisibles issue in a fairĺy dull outing. But the cover just tells me the protagonist can jump a bit.

23. Spider Woman. She's probably trying to recall how Clutch got out of his GI Joe cover. The background detail gets the win, over the nice detail of Orion's smashed helmet. I just think Orion would wipe the floor with him.

24. Chip n Dale. More surprising than Supes giving the Boy Wonder eating disorders. Joik.

21. Homer: GI Joe is pretty good but how can I pass up Casper ... wait ...Homer? Who the heck is he? Article about Homer - Great read.

22. Big Town: Both covers display the difficulties of portraying someone invisible in a visible medium. In the second we wouldn't know at all if the ydidn't tell us in the title and, just in case we missed it, again in "How I bacame Invisible". At least in the second the invisible person IS invisible on the cover but again we wouldn't know they were there except for the word baloon.

23. Superman: The pose is suitably dramatic with the punch almost coming out of the page at the reader whereas the Spiders are mostly just posed side by side (even if I do like the cleaner artwork).

24. World's Finest Comics: This gag is funnier (slightly) and takes a bit more attention (slightly) so it wins (slightly).

Ah yes makes sense, especially since I had forgotten when first asking the question that you were searching for covers with a specific issue number. Narrows down the search a bit.

If I boil the concept down to one word: Lovestruck! Pretty standard in teen humor.

In the iterations here, the details match up very well
  • Malt shop location (ALSO very popular in teen humor)
  • Apparently one-sided (Veronica is likely into Archie, but she probably does like milkshakes)
  • A third party is needed to set up the joke

Same concept, different circumstances:

click to enlarge click to enlarge

  • Car location
  • While only one person speaks, it is clear that both are pleased despite "adverse" circumstances

Yet again:

  • Nondescript outside location
  • Main couple: both voice their pleasure
  • Second couple not necessary, but adds another layer (of jealousy/anger/tension -- sad to say, also popular on older covers)

And more:

click to enlarge click to enlarge click to enlarge click to enlarge

  • Location is adjacent to some desirable entertainment/event
  • Main couple so lovestruck that their own company is preferable to the otherwise big-deal event
  • Another person is needed to miss that the couple is experiencing their own fun/excitement -- thus pointing it out to the readers

Etc, etc, etc.

Oh, right, my picks....

21. GI JOE. OK, my curiosity is piqued.

22. BIG TOWN. Invisibles main image is a big shrug, but the way the title logo displays excellent yet again.

23. SUPERMAN feels like it's giving me a little something new, different (in spite of the very basic concept: this guy punches that guy)

24. CHIP 'N' DALE. Recursive nuts? By the weigh, there are many more iterations of the scale gag.

21. Leave It to Binky: She's kissing his burnt pinky better. Awww

22. Haunt: I have no better idea what is going on here than Madman but the arrangement and colours make this cover pop.

23. Spellbound: Not much to pick between these but the perspective in Spellbound adds that little extra.

24: Freddy: Just a little gag which has to be explained but I don't like the art in Penalty.

25. MARGE'S LITTLE LULU. The expressions! The forks!

26. THE HAUNT owing to its interesting use of color -- not sure I'm interested in the story.

27. SECRETS OF HAUNTED HOUSE. Pink and purple title for a horror comic? That and the white space set it off.

28. FREDDY. Co-sign stile.

29. X-STATIX: As mildly (very mildly) amusing Howard's cover is, it is a fairly ordinary comic cover whereas X-Statix leaps out at you, even if I have no idea what is going on.

30. GREEN LANTERN: Both typical Golden Age covers but the perspective and size of Redbeard just look all wrong on Wonder Woman so I have to give it to Green Lantern.

31. WARLORD: As amusing as the thought of Bullwinkle being abducted by aliens is, the Warlord cover is quite well done, interesting and showing some menace.

32. OZARK IKE: Standard but appropriate gag on Ozark whereas the Judy joke may be old and familiar but I don't exactly see how it is funny. Why would he be laughing and why is the lead streatcher carrier so shocked at the simple phrase?

29. X-STATIX. COLOR! Wanted to like HTD more than I did.

30. WONDER WOMAN. Another fine color job.

31. BULLWINKLE AND ROCKY. Alien bubble-plunger moose kidnappers!

32. A DATE WITH JUDY I guess

33. Henry - the possibility of endless Henrys holding a comic of himself watering the flowers is horrifyingly captivating.

34. Sugar & Spike - demonstrating initiative, since they couldn't reach the top of the fridge. Iodine just says lazy.

35. Flippity & Flop - a Sylvester & Tweety knockoff? Cat pose and expression is good.Initiative from both cat and bird. Archie needs to come up with a better idea or just pay attention in class.

36. She-Hulk - like the twist on Howard and the detailed cover.

25. Little Lulu: Lots going on. Is he persevering out of trying to be nice? How many forks will it take? The look of effort is matched by the happy smile of Lulu, and the reader wonders what it's going to take to eat the dessert.
26. Haunt: It would have been better without the guy in the top half. The it could have been some sort of demon summoning ritual. Even so, with its skyline, it's better than the oddly posed Madman.
27. Secrets: The Spellbound cover is a decent Romance/ Horror mash up and the art is good. But the guy can see right over the table, which doesn't cover the top of the serpent bit anyway. So it's a win for Secrets, showing the end of another Call of Cthulhu adventure.
28. Crime Must Pay the Penalty (bankers, politicians and aristocracy need not worry)!: The Freddy gag is OK, but not even a crook in costume in a parade can escape his past! And with a logo that big, it must have glared from the newsstand.
29. Howard: Because it got there before Ambush Bug.
30. Green Lantern: Adds the gag of catching crooks/ fishing for clues. It also saves the guys Golden Age Aquaman left for dead.
31.Warlord. The Bullwinkle gag doesn't do much for me. I'm (sorta) curious to find out which of the two behind the villain is Death, and why the other one doesn't get a mention.
32. Ozark. Better gag.
33. Jingle Jangle. Everyone has fun keeping the bad bird inside with their gag. I do like Henry a lot though (I also worry about his neck injury)
34. Sugar & Spike: Enterprising as they couldn't otherwise have reached. Iodine is a bit lazier.
35. Flippity & Flop: The cat's smile, and the bird's knowledge that this will work every time. I do like the Betty cover too, solving an age old classroom problem.
36. She Hulk. For Mallard Comics as well as the Howard connection. Impulse did get points for the layered realities of Flash comics.

33. HENRY: Henry watering the garden with a can on his head (+) while reading a comic (+) of Henry (+) watering the garden with a can on his head (+) while reading a comic (+) of Henry (+) ... what's not to like?

34. LITTLE IODINE: Both good fun demonstrations of inventiveness and the littlies are cute but once again Iodine is reading a comic (of herself) so she gets the win.

35. FLIPPITY AND FLOP: No idea why Archie looks cross and why he felt the need to explain the joke, whereas FNF show the whole thing in an instant.

36. SHE-HULK: Both good covers and I really like Impulse's reaction seen just in his eyes but the detail on the "Stu the Human" comic cover is terrific, especially adapting all those old comic advertisements to a duck universe.

Crumbs! I didn't catch the comic Henry was reading... or Iodine... or the back page of the one She Hulk was reading. Fortunately Teeds will never find out because you'd have to be thick to write it do...oh pants...

33. HENRY. I can't decide whether or not I think the way the tree takes up space on Jingle Jangle.

34. SUGAR AND SPIKE. The tots' expressions! Unusual way for cover space to be occupied, but check out that WHIRRRrrrrr

35. BETTY AND ME. It's a gimmick all right.

36. IMPULSE!
