JL editor Andy Helter had the idea for where the book would be going when he took over during Conway's run. Crisis and the relaunching titles pushed it all back.
By the time the Crisis of the Soul project became Legends, he had as strong a line up as possible in there. He got to hold onto that for the launch before the DCU took characters away.
The projects for solo comics, is one of the main reasons for Conway's Justice League Detroit. With a new DCU in play, there were even more relaunches going on. Giffen and DeMatteis then found their own settled team, just as Helfer's JLI reached fruition.

Hi Harbi, Glad you liked the brief history lesson with Black Dancer, no doubt she will pop up again sooner or later! It's funny that you called them the Quake Snakes, that is the working title I had for them when I was writing this up haha...I think the resolution will be a nice way to put a lid on things! Key Kid's story will come to a head in the next instalment as well, so you'll see how redeemable he is if he survives that!

the post-Legends Justice League seemed quite a victim of editorial meddling, especially regarding individual character book developments.
Besides Captain Marvel, we had Doctor Fate and Batman quitting soon after. (The Batman one was odd as he popped in and out for a bit). Doctor Light left in issue 4, only to make small appearances as a member of the Japan embassy staff. Black Canary also disappeared after events in her/Green Arrow's book, I think...
and when JL Europe was formed, Wonder Woman disappeared after the first issue (with someone even making an in-book comment, about the lack of courtesy of not telling the League she was no longer interested!)
Animal Man also disappeared due to events in his own book, I believe.
Later on you have Max Lord pushing the Huntress into joining for a while, and she left soon after realizing she was coerced.
whew. keeping track of all of these is tough!

Ouch. I agree with Ann. puns should be smooth, calm, and unexpected. The best ones make people get up and leave the room.
Okay, on with the story.
Green Latrine #12. Hal and Carol. Now, since I'm married to a Glorious Carol, I'd say he's once again got good taste. But the story is ...nice.
Power Girl #9. Okay story tie in, but messy art. Lots of Jim Lee detail on the characters, but backgrounds were barely there in many places.
The Flash #9. Gotta be honest, story is starting to lose me quick.
Nightwing #114. It's the old "the hero must fall to the bottom of the depths so that we can rise him up to show how great his is" trope.
And now the good stuff.
The Flash #277. This is right after the death of Iris. Barry was still dealing with the after effects of the Angel dust. Fun part of the overall storyline, and a great cover by the GREAT Dick Diordano. I had seen that cover for years, never had it before.
GL/GA #95. Barefaced Ollie on the Cover by Grell. GL in a favorite flight pose by Grell. ain't complainin.
