Hard to say for sure, but my impression is that the drawings in the background are of musicians sitting in chairs, like they did in the big band era (it looks like some of the scratches are supposed to be musical notation).

Then again, they could just be random scratches from the artist trying to get his pen to work that he left in the finished piece because white-out hadn't been invented yet.

I agree that the Punch comics cover makes no sense to me.

The dinosaur cover looks like one of the covers that should have a "You Write the Caption" contest.
