And EDE swoops in for the win!
The Hawk & Dove Annual which guest-starred Chris King (and the rest of Titans West) featured our heroes up against the spirits of 6 deceased DC villains. Who were they?
1. Clayface II 2. The Top 3. Electrocutioner 4. Icicle I 5. El Papagayo 6. Iron Major
Weird mix of characters.
I've never read any stories featuring El Papagayo but something about his Who's Who entry fostered a bit of a soft spot for him in me. Maybe it was the parrot on his shoulder? I was disappointed he never showed up in any of the Gray/Palmiotti Jonah Hex stories I read. Maybe he made an appearance after I dropped the title?
Now let's see what question EDE has in his hat for us.

These were not criminals, but three young boys from the Sunfield Camp for Handicapped Children.

Were they Kid Flash's Pete Ross stand ins? If the statue represents them (missed that post. duh) and they aren't villains is it a memento of their adventure with him where they know who he is?

Yeah, that's pretty much it.
The three had learned Kid Flash's secret identity by their enhanced voice recognition, lip reading, and handwriting recognition abilities, and sent him the statue to symbolize the fact that they would not reveal it.
