Does your character target a specific Legionnaire? Not in the sense that they are a Legionnaire's specific/ arch enemy or anything like that.

I'm going with no.
Recap:-
A male two armed, super powered, villain who (a quick search showed) was not in the Reboot, and who did not make his debut before the 5 Year Gap.
This character has not got a specific Legionnaire to target, did not join the Legion of Super Villains, and does not use energy based powers.
He would not pass, with the appropriate clothing, for a human being. Although bear in mind the "going with a no" answer, rather than a direct "no"

It is Vrykos! There was a tough choice on whether or not he would be recognized as a normal human, thanks to Giffen always drawing his face in shadow. Unless that was part of his powers of course. Cool enough to generate his own perpetual shade  Over to you Andy!
