Well done on Effigy. I only know who that is because a companion issue named him. Libra was taking the place of Nero as Plot Powered Villain of the series.
5 to get. and one is along the same lines as Heat Wave, and is apparently a specific villain to the person murdered in this scene.

A Crisis of Crises!
No new additions to the list. I'm sure the Mirror Master was around with Doctor Light in the series. That's what DC thought would make entertainment by that point. Doctor Light the rapist villain and Mirror Master the drug peddling villain. DC: Making Comics Fun Again! Ick!
With one exception (who is a specific villain to the victim, the others are all heavy hitters.

Not quite as heavy hitting as Darkseid, so my fault for indicating that they could be someone like that. More in your very powerful nemesis category - like Zoom who turned up in infinite crisis and Circe who did appear as part of a Morrison story against the JLA.

The only one I can picture is the old Martian Manhunter villain who went on to star in the Run series, but, for the life of me, I can't remember what his name was. I so want to say Heat Wave even though that name is obviously taken. I'll say Flamestarter or something.
