--is *not* female --is *not* a villain --is a human being native to Earth --has *no* super-powers --appeared in the Golden Age --is from the the USA --would be considered a super-hero --as far as I can tell, has never been shown to have been a part of the All-Star Squadron

No. Did he use gadgets, equipment or vehicles as a key part of his adventures? I wouldn't say the character is particularly known for using gadgets, equipment, or vehicles.
