Maybe not my favorite Legionnaires from all continuities, but a 'Legions of One World' team, made up of Legionnaires from various continuities that *don't* have duplicates in other continuities could consist of;
Chameleon Girl Green Lantern (Rond Vidar) Dragonwing
Lot's of characters we haven't seen explored that deeply, lots of dynamic personalities, lots of interesting power sets. I could totally go for a 'Legions of One World' mini.

Yes, there are some similarities between you. The trouble with only using 'Legionnaires', I guess, although I'm not quite sure of the actual distinction , is that there are no real nerds or jocks on that team, unless you're counting Gear and Rond. But, Gear was mostly mechanical/weapons stuff and Rond was mostly Time Institute wise. Neither of them were like a Brainy or a Lyle.
No muscle and few proven leaders. Jasmine and Troy, might qualify, although Tyroc seems to be questionable if his LOST leadership is part of the resume.
Set's team would be great in the Silver Age, though.
However, if we combine the 2 teams, leaving out the more overused Legion members: XS Kinetix Gates Kid Quantum II Leviathan, rather than just the ever present Violet Lume Insect Queen Umbra, imo she was different enough from Shady to deserve to stand separate and unique Dragonmage Catspaw Comet Queen Tellus Wave Jewel Tyroc Chemical King Crystal Kid Nightwind - Echo was a bad guy so I'll leave him off for now Visi-Lad Reflex (Devlin O'Ryan) Shikari Gear Gazelle Sizzle Turtle Theena Dream Boy Chameleon Girl Green Lantern (Rond Vidar), but only if the rule for having natural powers is dropped Dragonwing 35 we end up with a more balanced team.
I'd add: Absorbancy Boy, NOT Earth Man Blok Chlorophyll Kid, my only Sub addition this time Computo, Jacques' sister Gemini 40
Infectious Lass Inferno Kent Shakespeare Kono Lampreye Neon Quantum Queen Quislet Sensor, the Naga, also imo, different enough to qualify as unique Gravity Kid (and Power Boy if the natural powers rule is NOT discontinued.) 50
That's enough for two groups stationed in different space quadrants.
My totally own list might be a little different as I might include players like the Lallorians, Xanthians, good Taurus Gang members, Subs and more of the original Wanderers. Or add Harmonia and Glorith. Or do a whole new thing, too.

Ooh. I like to play this game. As far as I'm concerned, the power duplication rule is pointless. The more powerful characters the better, they have to deal with crises on a cosmic scale so why not have plenty of powerful players? I've also always thought the Legion needed way more non-human characters. That said, I did not add Gates to this list because I just think he's a mess of a character. I'd like to see another character with his ability but the whole bird/insect/mammal thing seems, in evolutionary terms, problematic at best and really puts me off. I dunno, maybe I'm over-thinking him but How about some Krougarans, Xudarians, Thanagarians, Tamareans, etc.?
Aaaaanyway my list:
Andromeda- post-crisis Laurel Gand Apparition -with the baby and everything Atom Girl -but lesbian Babbage -I stole Sir Tim's idea but it was a good one. Blok -He rocks Bloodclaw -seriously. Bouncing Boy -maybe updated to have a force-field of some sort that when activated just makes him look like a beach ball. The whole inflating thing seems untenable and messy. Brainiac 5 -probably Waid era although I do have a certain fondness for the cybernetic cartoon version. Cosmic Boy -current version, although I'd like to see the skimpy black Grell costume make a comeback. I know, I'm the only one. Colossal Boy -current version Computo -Danielle Foccart Chemical King -Not that Kid. Chlorophyll Kid -post crisis -he talks to plants for grife's sake! Crystal Kid -post-crisis -tons of hidden potential Duplicate Girl -"Damsel"?-Are you kidding me? and please, someone, update that horrid costume and hairstyle Dream Girl- Waid era -possibly one of his best characters. Element Lad -whichever version is the gayest. Felderweb -More Kunds!!! Ferro Lad -DnA era. You had to love him. Fire Lad -post crisis, horrible breath. Gravity Kid -'cause he's sex-ay Green Lanterns, Rond Vidar, Sodam Yot, more? Why not? Impulse -Kent Shakespeare(!!!) Infectious Lass -I mean, she can give her enemies diarrhea or gonorrhea How awesome is that? Invisible Kid -Jaques Foccart Mas oui! Jed Rikane (but with a better name than "Power Boy" like Density Dan or Mass Lad, Ballast Boy? something, anything.) Karate Kid -Maybe with a less Ralph Macchio name like Ultimate Lad, Contender Kid or Challenger -meh, I'm not convinced either Kid Quantum -DnA era 'cause she just rocks Kono -'cause she rocks even harder Lamprey -the Legion needs an aquatic character or three, like where the hell are the Atlanteans in the future anyway? Polar Boy _'cause he's *ahem* super-cool. Quislet -Possibly one of the most underutilized and unique character (not currently)in the DCU Reflecto -Devlin O'Ryan(!) Saturn Girl -Even though no human could possibly live on Titan. EVER. Well, maybe in a habitat but why would they bother? Sensor (I'm torn, I like the traditional PP in a way but I always found the snake and snake/human hybrid intriguing) Shikari -Not to hate on Dawnstar but Shikari is just... cooler (if you forget about the whole "Smart Legion, Dark Legion, Fat Legion" thing. Star Man -the crazier the better Sun Boy -his name really should be changed to Solar Boy . And why does he usually just shoot fire out of his hands? it should be photons, plasma and electromagnetic radiation sheesh! Timber Wolf -Grr! Tyroc -I just kinda think it would be awesome if Marzal turns out to have been founded by descendants of Bob Marley's sizeable clan and they changed Tyroc's name to Wailer. No, really. Ultra Boy -Waid era smartnass! Umbra -Way more kick-ass than Shadow Lass Valor -because Mon-El is just a stupid name. Veilmist -Yay! alien teleporter and a Kund! Wildfire -natch XS -why has no one ever updated her incredibly lame costume? Yera Drop the whole "Chameleon Girl" thing though it's repetitive
I also like the idea of some other sort of legacy characters that could tie the 31st century to the current era without the need for time traveling Superman/Boy/Girl. Unless it's the appearance of a 1,000 y/o Superman or Girl. Or Wonder Woman I like the idea of a Shazam character, I thought Thunder was pretty weak but something along those lines could be interesting.
I guess that's it.
