It's been awhile since Braal's been to war with another Legionnaires homeworld! Back in the 90s that was all the rage! First there was Imsk during the Five-Year Gap, then Titan during the fistory background of the reboot!
So, which planet should Braal go to war with next?

On the one hand, Bismoll has no standing army.
On the other hand, the Braalian's magnetic abilities are reduced to basically being able to hurl food at the Bismollians.

In my Earth-2 version of the Legion (which I'd love to send to James Robinson as he claims to be working on a version), Cosmic Boy hails from Greater Brallaia, the capital of Titan, while Saturn Girl lives in Vidaropolis, the largest of the floating cloud cities of Saturn.
In an acho of the reboot, I had these two cultures in a cold-war-like state, extremely distrustful of one another, but also semi-dependent of one another.
The Braalians would be descended for early explorers of the solar system, who were genetically modified to reawaken latent magnetic abilities, like those seen in birds, lobsters and turtles. Being able to "read" magnetic lines made them perfect explorers, utterly unable to get lost on any solar body. As the first wave of human space explorers, they basically squated on the prime real estate, Titan, and refused to leave it, forming a militaristic society, based on their lives based on their martial training. In homage to Cosmic Boy's first appearance in Adventure Comics #247, it would take a "special serum" to boost magnetic senses to actual magnetic control. This would make magno-ball an analogy for modern baseball, as all participants would be doping up to play.
Because Earth was suspicious of the Braalains, it built Vidaropolis during the second great wave of human exploration, staffing it with people people trained, like Saturn Girl in her first appearance, in the super-science of mind reading. In this iteration, the Saturnians would practice a high state of probability reasoning, similar to modern "mind-reading" studies, rather than pure telepathy.
Over time, the relationship of isolated culture and monitor station evolved into an uneasy detante. At the time the story opens, Saturnians are using Braalians as cheap labor to maintain the aging engines that keeps their city afloat, while the Braalians, being analogous of a Soviet state, use willing Saturnians to monitor both their own citizens as well as those of the dependent Titanian states outside Greater Braalia.
Distrust between the two cultures would be on the rise, however. My Earth-2 would be a world in which humans never developed faster-than-light travel. Much like today's world, humans would have spread out to every conceivable corner of the solar system, but with no place else to go, would begin turning on themselves in minor wars over resources and religion.
Much like the reboot, the United Planents (comprised of 247 planets, moons, asteroids, Oort cloud objects and artificial worlds) would use "The Brande Incident" to launch a public relations initiative, aimed at promoting goodwill and cooperation among the system's disparate cultures. Young people with special abilities would be drafted into a junior branch of the EMS arm of the Science Police, known as the H.E.R.O.E.S. (Hazardous Environment Rescue Operations and Emergency Services). The group would be much like the Explorer groups today that train high school students in fire service and law enforcement procedures, but our Young H.E.R.O.E.S. would have a knack for getting media attention, as when an Outer Braalian named Dyrk Magz tries to frame his home planet by sabatoging the engines of Vidaropolis, in hopes of plunging the city into Saturn's core and turning EarthGov (central administrator of the UP) against Braal.
