At one point Wonder Woman, Wonder Girl, and Wonder Tot were all Diana. So, is this just Hippolyta having a hallucination?

They were all Diana. I believe the original Wonder Girl and Wonder Tot stories were supposed to be like the Superboy and Superbaby stories. But when they came up with the Teen Titans, Wonder Girl got used not knowing it was supposed to be Diana as a young girl.
Although I think when this panel was made, there was a separate Wonder Girl from Diana.

All three are still Diana from various points in the timestream. Robert Kanigher began doing these team-up stories where Wonder Woman would team-up with her yourselves (Girl & Tot), plus Mer-Boy, plus Hippolyta.
The above takes place before Donna's introduction.
In classic Kanigher style, after a few years he wiped out the entire continuity and Wonder Girl & Wonder Tot completely--on panel as himself, the editor of Wonder Woman. I don't have the issue but I could only imagine how kooky that was.
I like the idea of Diana having adventures as Wonder Girl earlier in her life, perhaps even thousands of years ago.

I used to love those WW stories with the 3 ages and the blonde queen. sigh
They never made a bit of sense but they were fun. How do you jump up in the air or fall off a cliff and just glide around on the wind without wings or parasail or clothing whatever they are?
No science at all in those days. Magic and Greek demigods explained EVERYthing!
