The goal: create something that is superficially similar to the Crime Syndicate, but which misses the whole point of what makes the Crime Syndicate/Earth-3 appealing in the first place!

I'm thinking something like:
Earth-3 is a world in which the greatest heroes of the DCU are criminals! But not because they are evil, but because they live in an oppressive society where Darkseid is the Emperor of the Earth! So really, while branded "criminals", the Crime Syndicate are like heroic freedom fighters, because committing crimes is like rebellion against the evil establishment!

The Earth 3 Syndicate are morality zealots that enforce their super morality on everyone.
Superwoman's gonna need a costume change.
Called the Crime Syndicate because they started an organization to stamp out "Crime".
But it's really very different than Earth 1. It is. Totally.

On Earth 3, there are evil versions of the characters we're all familiar with, but they're all much older. Decades before the Crime Syndicate of America were their parents, grandparents and mentors, the Nazi Society of America. Earth 3 is about their legacy villains.
The only character in all of literature who has been described as "badnass" while using the phrase "vile miscreant."

It's all about corporations and politicians, and how the 1% squeezes every dollar it can out of the placid populace!
Just when you think we'll get the juicy stuff where they like deviant sex and cocaine, it turns out they're a pretty boring bunch that watches a lot of mainstream internet porn and drinks diet soda.

Geoff Johns presents Earth 3.
It starts with the discovery that the green ring used by Power Ring is one of thousands of parasitic entities from outer space that possess and control the weakest-willed people it can find on a given world, and use them to attempt to seize power on that world.
Other rings attuned to 'the emotional spectrum' are discovered. The Red Rings of Peace. The Orange Rings of Generosity. The Yellow Rings of Courage. The Blue Rings of Despair. The Indigo Rings of Sadism. The Violet Rings of Hate.
Earth 3 becomes a battleground between dozens of ring-wielders, some wishing to secure Earth 3 for their own faction, others wishing to protect it from the others.
Ultraman, Superwoman, Owlman and Johnny Quick make cameos, as the storyline is all-emotional-spectrum ring-wielders all-the-time.

The Crime Syndicate has broken into two factions: (for some barely believable and forgettable reason)
Team Ultra Man, the Power Ring, etc.
vs.
Team Owl Man, Johnny Quick, etc.
Superwoman is caught in the middle for drama's sake.
The spend all their time fighting each other so actually, besides a random building falling on them, the citizens of Earth 3 actually have an easier time living their lives unnoticed by the Criem Syndicate.
Luthor rises unnoticed to the top of government, passing anti-superhuman legislation and the government(s) co opt or put most of the Crime Syndicate in jail.
