and now it's 4:30 pm to check on the comments...and found that the writer changed it from that question to a new question -

"* Who is pulling the strings of the Legion of Super-Villains?"

so obviously has to be Universo, right?

that writer needs to be consistent without changing the questions..

Hmmm... if it had stayed the first question, I would have answered XS, since Johns has mentioned that she will be featured in the "Flashpoint" event coming next year & that is the reason Levitz hasn't been using her in the Legion series.

Well from the clue of strings, would have to go with Abra Cadabra (as he hails from the 64th Century) he could represent quite a thorn in the Legion's side and could be aware of any and all eventual changes in the LSV line-up.
