Ah, that was the "Zap goes the Legion" story. It's interesting to see how ethics change over time. Try to tell a story these days that involves "reforming" a criminal by using a machine to permanently change their mind and it would be seen as a horrific attack on individual free will. Yet the Silver Age had quite a number of these as just and righteous actions.

Ah that was part of the lead up to the Universo plot, with Universo undermining the existing UP President and Science Police. Good memories.
