It is Superman!
Action Comics #289 when Kara decides to play Cupid for Supeman and find him the perfect mate. After using her super-domestic skills to clean the Fortress at super-speed, Superman offers her a favour as a reward and she takes him into the future to the time of the Adult Legion. It is Christmas and she arranges for Superman and Saturn Woman to meet under some mistletoe where they proceed to kiss until her husband Garth objects at which point Kara's scheme falls apart.
Before the smooching, the Legion presents the super two with Christmas presents (photographs of each of them with their parents on Krypton taken with the Legion's time-scope) and realising they had forgotten to bring presents they dash into space to recover an anti-gravity meteor which the legionnaires can put into their belts to allow them to fly without their "bulky jets", as demonstrated by Sun Man and Phantom Woman. Of course this history would have been changed by later-earlier occurrences but for this Adult Legion it would seem to be the origin of their anti-gravity belts.

(I am probably barking way up the wrong tree lol) Giffen was part of the writing team on this one,so very much in the right neck of the woods. It's not Gigi. Slight operational connection between what the science police do as an organisation, and the group our character is involved with. … stay at home parent? On… what could be linked to Colu… uh… Not a stay at home parent. Perhaps thinking of some stories involving Colu might help. Lawyer like everyone else on Bizmoll? Not a Bismollian lawyer, which also channels Giffen though. Sounds like someone who's exasperated...maybe Dr. Gym'll thinking he should have stayed home and become a normal doctor, instead of treating Legionnaires? This character is indeed exasperated by their situation. It's one of their central character traits. It's not Gym'll or a doctor.

Because it was indeed Garryn Bek talking about Cairn. He's sitting on Colu awaiting the arrival of Lobo to kill him. But it's not a corrupt cop, but something else Cairn has a major problem with.
