GL is right - Val forfeited his accrued earnings.
RJ bought out the contracts for Live Wire, Ultra Boy, Particon and Radion - but not Val.

A few people won without campaigning, not sure just how "overwhelmingly" we're talking about. Both Element Lad LSH # 306) and Sensort Girl (LSH # 59) did, for example.

stile is correct, it was Wildfire! The original scene of Dagon kidnaping Legionnaire parents showed only off-world parents, and when the Legionnaires returned to HQ to discover that fact, they looked in on Earthling parents of Legionnaires, and listed several who were missing - including Wildfire's. Later, in Secrets of the Legion, Wildfire tells Marla Latham (and all others assembled) that he is an orphan and the parents he knows are his adoptive parents.
(It's possible that his orphanhood was mentioned in an earlier issue and the reveal in Secrets of the Legion was to resolve the continuity conflict caused by the Dagon story, but if so, I never noticed it.)
