I nominate Karen Beecher, BUMBLBEE--
Did she don the mantle of The Bumblebee out of a desire to help mankind and right wrongs? NO-- she donned it in order to attack her boyfriend Mal in front of his TT buds in order to prove to him that they didn't care a whit for him!
Her whacky scheme was foiled when the Titans did in fact protect Mal and fight back at Bumblebee.
Then she joined the team! They let all their enemies join back then!
And where did Karen get the gadgets the Bumblebee suit contained? Bah! Writers back then were more concerned with having a good time rather than revealing every single little trivial infintismal detail to the reader. I wholeheartedly approve!

Of note is that BUMBLEBEE is DC's first female black hero.
Others might try to tell you that Nubia in Wonder Woman counts. She doesn't.
Karen was the first DC sister to gussy up in hero gear and join a hero team.
And before you say, "What about VIXEN?": Karen predates Vixen's actual first published in-continuity appearance by several years.
Bumblebee is a first. Wow...

I already have an idea for a group of villains based on disco dances. "DANCE, TITANS, DIE!!" will feature the debut of such criminal masterminds as THE HUSTLE (a speedster) and THE ROBOT (a robot).
