Well if you stretch the "unique power" sitch you could count her being able to glide on wind currents for awhile. JB gave her the short-lived touch that destroys evil power. Then she seemed to have some aspect of a "truth" power but it wasn't expanded on to my knowledge.

Beast Boy wouldn't make the cut because Chameleon can change into almost ANY creature, and would not be green. Also, Beast Boy would shed on the couch and the Legion would not like that.

In the Silver Age Val's "Super Karate" was treated as a power. I don't recall the Legion Constitution ever coming into play regarding his lack of an actual super power.

Loads of TITANS have been regular joes, without superpowers:

MAL - although he later donned an exoskeleton as THE GAURDIAN and later still used a magic horn as HORNBLOWER and THE HERALD.

ROBIN - I reckon we're all familiar.

GNARRK - A caveboy defrosted in modern times. No powers, but greater-than-average brute strength.

SPEEDY - Trick arrows, no powers.

BAT-GIRL - See Robin above.

JOKER'S DAUGHTER/HARLEQUIN - Duela Dent had loads of gimmick gadgets, but no powers.

BUMBLBEE - Underneath that suit, Karen Beecher had no powers.

GOLDEN EAGLE - No powers, relied on Nth metal to fly.

Maybe that's what was so special about the 70s Titans... you got the feeling that ANYONE could be a member, if he or she had the slightest talent (an access to a super-suit of some sort or an assortment of gadgets)

Your ability to change into animals is impressive Beast Boy, but unfortunately your tendency to shed on the couch may cause fellow members to itch in battle, thus reducing our overall effectiveness!

Would he be rejected on that basis? Since his "device" is a part of him, does that disqualify him? Wildfire wouldn't have any powers without his containment suit and even though the power is generated from his energy form, without the suit he's as useless as Cyborg would be without his cybernetic half.
