I am totally guessing here, but after her initial intro, I think they wanted to move away from the Kitty Pryde parallel as much as possible.
Their initial intent was to intro a girl that fans would assume was just like Kitty over in X-Men, who was recently introduced at around the same time.

Oh God. My daughter loves the Titans cartoon. I was working quite a bit when she started watching it. She fell in love with Terra when she first saw her. My wife happened to mention that she liked Terra. I didn't think much of it at the time, because she wasn't watching the show on any regular basis. A show here or there with her wouldn't be that bad...plus I had never seen the show at that point, so I had no idea where they would take it.
Little did I know that by the time I got home, she had been crying for a while because ther had been a Titans marathon on. I felt sooo bad. I explained a few things to her, adn she felt better when we found the comic that shows what happened to her after that season.
