I can think of Harmony and Darla, but not sure if Drusilla also appeared on Angel.

She was, Shiny. The master was also on both. Hmm, I guess Angel should be included, as well as Spike, since they have appeared soulless on both shows. I can't think of any more.

Well one really has to assume Set meant to exclude any vamp who EVER had a soul on the show, but assumptions can be wrong. As it was technically ambiguous, he certainly does fit the question as asked.

Ooh, y'all got one I missed! I didn't remember that the Master had appeared on Angel!
Drusilla counts. Harmony counts. Angel and Spike have both had souls, and Darla technically 'contained' a human soul, when she was being affected by Conners soul. (Making Drusilla the only member of the evil gang of four who never had or was affected by a soul, while a vampire.)
Giving it to lancesrealm, for knowing about Drusilla and even adding the Master!
