It is Joe Chill (Related to refrigerators - Chill. get it?) The time period questioning. I see most of Joe Chill's actions taking place in the past (aka before Batman) and thus not of the present day. I kind of think this is also true because he died in his first encounter with Batman and thus in the past. Over to EDE

Is it the Penny Plunderer? No. Does your character wear a hat or any other sort of distinctive head gear? No. Is your character a costumed hero? No. Could your character survive a fall from 35,000 feet without a parachute or other device? I think this character would have a fairly decent chance of doing so.
