I should clarify the villain thing, as I don't want to break IB's brain further. This character is a bad guy but not in a super-villain, Darkseid sense. Did your character exist before COIE? They did!

Did your character appear 5 Years Later? Back to being cryptic. They did, but they did not. How nice. Time to try and understand what you meant. Disclaimer question time. Did this character appear within continuity during the 5YL period in the comics, including as a flashback, in the altered continuities presented in certain issues such as the Glorithverse where Mordru ruled, mentioned in a text piece, or during the 5 Year Gap as documented in an actual published comic book but excluding Elseworlds?

Has your character ever received equipment from the Monitor? They have not! Has your character ever given the Legion a gift? Heh. Well, unless the Legion thinks having something to do is a gift...I will say no. I will say that it's likely they gave a specific Legionnaire a genuine gift off-panel in the past. And yes to IB, they did appear in the 5YL within that scope/definition.
