There sure were a lot of random characters in that LSV bunch. I think Hunter II and Terrus were both completely new, not that much was done with them.
Hunter II had previously appeared in an S/LSH era story (where he tried to kill Bouncing Boy!), but, yeah, it was a pretty random assemblage. Terrus was indeed completely new, and a complete cipher! He didn't even get an entry in WWitLSH! So, is your character female?

Oh yeah! I remember now, thanks for the reminder. It was pretty random. At first I was surprised by the absence of the Fatal Five, then realized it wouldn't fit their characterization - such dangerous (and selfish) villains wouldn't deign to band together with others so quickly. And they were motivated more by greed than by hatred of the Legion.
