Myg has it! It was Danny Chase.
Apparently, Jay Faerbar was going to have him brought back to life as the villain Epsilon.
I'm not sure how I would have felt about that. I wasn't the biggest Danny Chase fan but I loved Phantasm (when it was him under the mask; I hated it when the boring, nebulous "Souls of Azareth" or whatever took over). I wish Danny had been given more time to establish himself as that character rather than being killed off.
The same article I got this piece of trivia from also made me completely re-evaluate my position on Jay Faerbar's writing skills. I am a huge hater of the pathetic D.E.Orphans and have held them as a black mark against Faerbar for the longest time. I consider them probably the most pointless side-characters in the entirety of Titans history.
And guess what!? Faerbar agrees with me! Apparently, he never wanted to include them in the book but they were forced upon him by his new editor, Andrew Helfer (who had apparently never read a Titans title before!), who wanted them to take over as the main characters of the title! Can you believe that?! Readers had waited 20-30 years to get the Fab 5 Titans back together and now this ridiculous editor wants to dump them in favour of these nobodies?!
Faerbar quit the book soon after that because he realised his vision for it was so at odds with Helfer's. I really owe Faerbar a silent apology for misjudging him this whole time.
And it's made me wonder just how many of the bad impressions I have of certain writers should actually be laid at the feet of their editors?

That is an interesting fact, Blacula
I also judged Jay Faerber harshly for his Titans run
And didn't know why I loved his creator-owned stuff so much better than his DC stuff
Danny Chase was indeed far more interesting as Phantasm than as any other character. If they weren't on such a disastrous course already (IMO) it would have been great to see a Titans team of Nightwing, Red Star, Phantasm, Starfire, Raven, Bumblebee, Herald, Aqua Lad, etc.
