Yes, the principle being that consonants are harder to come by and that the same person shouldn't earn vowel privileges twice in a row. So I can choose a vowel if I prefer.

They are now.

I knew that a vowel being the most letters did not allow you to guess another vowel. I was just unsure if it allowed the highest consonant guess got to guess a vowel.
