Andy has it! I'm thinking of Inferno.
She's never been confirmed as Beauty Blaze, so I don't link them or consider her as appearing preboot. Despite Saturn Girl's comment about "deputization," Inferno herself doesn't consider herself a Legionnaire and says as much when she abandons the heroes in the 20th century. The Workforce was never actual law enforcement so much as hired mercenaries/heroes of a sort, etc. All sorts of tricky answers, but I chose to be more definite with my yes/no's this time.
