Correct - the combination of strength and magnetic manipulation enabled S. P. Officer Conner to open the canister that Ultra Boy could not with either ultra-strength alone or flash vision alone.

The more impressive thing than Brainy predicting that was how immediately after he told Saturn Girl his prediction, she immediately knew (presumably without using her telepathy) which one he guessed wrongly.
