Can we not consume hats at all, to give the population a chance to recover? But what will the starving masses eat?! What of the future of all the Hat Farms?! Would we subsidise the hat farmers, leading to hat mountains... giant columns of hats that could destroy cities when toppled?! Don't most people wear hats rather than consume them? So how could hats be used since codpieces haven't been in fashion for ages? Can we allow them to switch to the poor hats just because there's a surplus as we're still putting pressure on people to stop wearing fur?
