My character is primarily the enemy of someone who was a member of the Justice Society during the Golden Age, though not a frequent participant in the team's activities (at least not in stories published during the Golden Age).
My character's code name does not contain a color.
My character is generally depicted as wearing street clothes but in unusual colors/patterns, I don't think that would be considered a costume. If in some adventures he has been seen wearing a "proper" super-villain costume, I am not aware of it and is certainly exception rather than rule.

Debuted prior to Crisis on Infinite Earths
Original appearances are (retroactively) set on Earth-2, though the character has also appeared on Earth-1 as well
Has not (to my knowledge) fought the Justice Society or Infinity, Inc.
Has occasionally acted a member of a super-villain team, but not with any regularity
Primarily the enemy of a hero who was a member of the Justice Society during the Golden Age, though an infrequent participant in their activities, and whose Golden Age costume contained a cape, but not Batman
Has never, to my knowledge, been a government employee
Uses a code name, but not one that contains a color

I was thinking of the Thinker, although perhaps the thinking Thinker was making me think about the Thinker. But he fought the JSA.
