It is Element Lad! The main clue was the "silver" in the question.
Jimmy Olsen gets some silver from all of Superman's allies. Superman ends up losing his temper, thinking that Jimmy and a professor are up to no good (he was very suspicious/ angry in some of these stories). But Jimmy was actually creating silver busts of all of Superman's friends as part of a silver anniversary celebration. Jan arrived to create a silver podium for all the statues to sit on.

This is kind of sad, that he only appeared once... Lu and Chuck appeared a lot, but Tenzil was ignored ...
I can think of one story for sure, but it was before the Baxter series...
Was there a scene set in the UP Assembly, where Senator Tenzil was engaged in debate?

Nothing in the UP assembly nor (to the best of my recollection) a Miracle Machine flashback.
However, just in case he was in the background of a flashback that I'd forgotten (I'm pretty sure he wasn't in the Black Mace one or the Chemical King one, but he might have been in one of the flashbacks in the Lightning Lad-Luck Lords issue or elsewhere), I mean one appearance where he is present, in the flesh (not a portrait or statue) in the Legion's present era during the Baxter series.
