I would say this character has spent more time off Earth Recap: - from Earth - not male - has been part of a hero team, but not the Justice League, Titans, JSA, Outsiders or Doom Patrol - not connected to Doom Patrol - can fly and emit energy, among other powers. No superhuman strength - native to 20th/21st century - debuted prior to Crisis - was not more known as villain than hero before Crisis, though this character was also barely known before Crisis - did not debut during Golden Age - does not wear a mask or hood or anything on face/head to obscure identity - does not maintain secret identity - operates more off Earth than on Earth

EDE has it! Harbinger actually first appeared in 1983, almost 2 years before Crisis! She has something on her head, but it doesn't obscure her features at all! She was part of the New Guardians for a while.
