Interesting...I was originally thinking Jacques and thinking this was the story toward the end of the Levitz run at the end of which Jeckie blinds the Eye and causes/allows Sarya to die. Obviously if it's in the Reboot, it wasn't Jacques. (Yes, he existed, but he wasn't a Legionnaire.)
I'll guess Kinetix.

Yes! It was Kinetix.
The Legion did a divide-and-conquer on the Fatal Five. Gates lured the Eye into a cave; Kinetix used the cave floor and walls to shield herself and Jan from the Eye's attacks, while Jan tried to blind it. Jan couldn't, and was inspired by Zoe's defensive tactics to transmute the cave into a magnesium flare - blinding the Eye.
