Everyone knows that, in the real world, insurance companies are second only to Hitler's brain-in-a-jar in the amount of evil they produce!
The Legion is really missing out by not bringing back their own insurance mistress as their new ultimate villain!

It turns out that Pam is actually the Trapper, creating pocket universes until she creates one that maximises the number of policies.

This could explain why Bert Brandon of Interplanetary Insurance hasn't been seen since Crisis. He's been too busy trying to investigate all those claims on destroyed universes.
